Her father was from Aguadilla (Puerto Rico). Arturo Perez, her mother's husband, was 20 years older than Rosie. Her mother already had five children when she became pregnant with Rosie after an affair with Serrano. Perez was born at the now-closed Greenpoint Hospital in the Greenpoint neighborhood of Brooklyn.

Perez is the tenth child of her 10 children. Rosie as well as her siblings grew up in Bushwick as their mother was often in jail. The mother of her child was born to her first child while she was in jail. After being raised by her aunt, she was put in group homes and foster care. They were often divided. They were moved to a group foster family and lived in foster homes in New York and Peekskill up at the age of eight. The law recognized her as an ward of State of New York until age twelve. Aunt and mother regularly visited her, as did her father unsuccessfully tried to claim custody of her.
